It has to reach you by 30 September, and most people bin it unopened.

| Folio Entry Due 019 Annual Notice of Change 30 Sep | |

Good morning. I am not on Medicare, I am three years off it, and last autumn I sat at my mother's table in Memphis with her envelope open in front of me and could not follow it.

That is a thing I would like on the record before the rest of this. I read documents for a living for thirty years and this one beat me for the better part of an hour, and the trouble turned out to be in how I was reading it rather than in how it was written.

Yours is on its way now, if you are on a Medicare Advantage or a Part D drug plan. It has to reach you by the thirtieth of this month.

| Entry 01 What theenvelope is | It is called the Annual Notice of Change, and plans are required to get it to you no later than 30 September every year. Ten to thirty pages, plain envelope, arriving in the same week as the circulars. Here is the part I had wrong at my mother's table. I was reading it as a description of her plan, which is what it looks like on the cover. Underneath, it is built as a **comparison**, showing the figure for this year beside the figure for next year, in two columns, for every term that matters. Once you know that, the work becomes narrower. The rows where the two columns agree can be passed over, and on my mother's notice the ones that disagreed came to four out of roughly forty. |

| In red | Forty rows, four of them different, and nothing on the cover tells you which four. |
| ------ | ---------------------------------------------------------------------------------- |

| Entry 02 The fourdates | By 30 Sep The notice has to reach you 15 Oct – 7 Dec The only window in which most people can change anything 1 Jan Whatever the right-hand column said takes effect 1 Jan – 31 Mar A second, narrower window, open only to those already in an Advantage plan Those two weeks between the thirtieth and the fifteenth were put there on purpose. They are the reading time, and they are the reason the notice carries a deadline of its own rather than turning up with the enrolment papers. |

| Entry 03 Doingnothing | If you let December the seventh pass without acting, your plan carries on into next year on next year's terms, and there is no telephone call to tell you so. The premium in the right-hand column becomes the premium, the drug list in the right-hand column becomes the drug list, and the pharmacy that came off the network stays off it. For a good many households that is the correct outcome, and staying put is a perfectly sound answer. It becomes a worse one when nobody has read the columns, because then it has been chosen by an envelope rather than by anybody in the house. One more line is worth knowing about. A plan is allowed to stop being offered in your county altogether, and if that happens the notice is where it says so. My mother's did not, though a neighbour of hers found out that way two years ago, in October, from a document she had nearly thrown out. |

| Amended Entry 018 | Yesterday I said the furnace in a safe test runs at roughly seventeen hundred degrees. That figure belongs to the one-hour rating. A two-hour test runs hotter, nearer eighteen hundred and fifty, and there are longer ratings above that again. The point I was making survives it, since the class describes the inside of the box whichever furnace was used. The number I gave was one of several and I printed it as though it were the only one. |

| To post Twentyminutes | \[ \] Open it the day it lands and go down the two columns with a pen, marking only the rows where the numbers differ. Most of the document can be left alone. \[ \] Check the marked rows against three things: each medicine you take and the tier it sits on, each doctor you see and whether the network still holds them, and the pharmacy you actually walk into. \[ \] Where nothing you use has moved, put it back in the envelope and have the rest of October to yourself. That happens often and it counts as a result. \[ \] If it has not arrived by 1 October, ring the plan and ask for it. They are obliged to send it, and those two weeks of reading time belong to you. |

| Remarks | This sits outside my trade and I want to be plain about that. I have never worked a health file, I hold no licence that touches Medicare, and I cannot tell you which plan suits you. What I have is a habit of reading comparison documents, and that habit works the same whether the two columns are labelled 2026 and 2027 or dwelling limit and replacement cost. My mother is eighty-nine and files everything. She had last year's notice and this year's in the same drawer, which is how I worked out what the document was for, sitting on her floor going back and forth between them. If somebody in your family is on one of these plans and is not the sort to open the post, this is the week to offer. It takes an evening on the telephone with both of you holding the same pages. Open yours the day it lands, and give it the twenty minutes while the fortnight is still there to spend. |
